(Dover, DE – May 18, 2026) – Delaware Healthcare Association President & CEO Brian Frazee issued the below statement in support of SS 2 for Senate Bill 1, which supports primary care and addresses healthcare affordability.
“The Delaware Healthcare Association is proud to support SS 2 for Senate Bill 1. We appreciate Senator Bryan Townsend’s collaborative leadership and partnership on our shared priorities of supporting primary care and improving healthcare affordability. This amended legislation moves the needle on healthcare costs while also recognizing the headwinds facing hospitals and Delaware’s unique care needs as a growing and aging state. Healthcare reform has rightly been a major focus of policymakers. The status quo is unacceptable, and Delaware hospitals are once again leading the way with collaborative solutions. We’re proud to lead because so much is at stake for our patients and communities. Just this year, DHA supported SB 213, which lays the foundation for a new regulatory framework being implemented by the Diamond State Hospital Cost Review Board, providing unprecedented hospital financial transparency and accountability. DHA continues to actively meet with state leaders to enhance value-based care in Delaware and we are collaborating to move newly introduced legislation forward to enhance hospital charity care policies and address private equity at nonprofit hospitals. These efforts are in motion because DHA and our members are committed to being part of the solution.
There are still many challenges ahead. We will see higher uninsured populations in our Emergency Departments with upcoming federal policy changes and red tape has only gotten worse for providers who only want to help people to live their healthiest lives. Other healthcare sectors, particularly payers and pharma, need to do their part as well so we can move Delaware forward together. We again thank Senator Townsend and legislative leaders for recognizing the collaborative work it will take to address our healthcare challenges. Through our partnership with the First State Health Leaders Alliance and policymakers, we are removing siloes and enhancing healthcare quality, access, and affordability together.
