Hospital tax expected to bring in $100M in new Medicaid funding passes Delaware Senate

- A bill that will impose a 3.58% tax on hospitals' net patient revenues is expected to bring in more than $100 million in new Medicaid funding to Delaware.
- A revised version of Senate Bill 13 was unanimously approved by the Delaware Senate on Thursday.
- The legislation now goes to the state House of Representatives for consideration.
A measure that is expected to generate more than $100 million in new Medicaid funding by taxing some health care providers was unanimously approved by the Delaware Senate.
Senate Substitute 1 for Senate Bill 13 passed the state Senate on Thursday unopposed and has been widely supported by health care providers in Delaware.
In fact, hospitals and the Delaware Healthcare Association – which represents several health care providers across the state – pointed to the bill, sponsored by Sen. Sarah McBride, as the appropriate way of approaching health care providers and collaborating on ways to bring down health care costs.
The bill imposes a 3.58% tax on Delaware hospitals’ net patient revenues, which are then to be used in one of two ways:
- To increase inpatient and outpatient payments to hospitals
- To develop or enhance funding for Medicaid initiatives, unlocking additional federal matching dollars.
